23 items on this page: 16 with their own page, 7 short.

A digest puts the short items from one day or one week on a single page. Opened alone, those briefs are often a headline and a sentence, which is a poor fit for a standalone article. Items that meet the importance threshold keep their own pages and are listed here by title.

153 apps including WeChat, Taobao, DeepSeek and Kimi opt out as ByteDance's Doubao phone assistant opens screen automation under its SAEP protocol

Industry

【Key points】

On Oct 14 ByteDance's Doubao phone assistant ended the 30-day notice period for its Screen Automation Execution Protocol (SAEP) and will gradually let its agent operate third-party app screens. Apps that opted out won't be operated. Developers can still opt out anytime (reply within 3 business days), either by integrating SAEP to set rules per app, page and intent, or by form or email. The list updates every Wednesday. SAEP was published Sept 14 with the consumer launch.

Per National Business Daily, the first opt-out list had 151 apps, including Pinduoduo, Kimi, Xiaohongshu, DeepSeek and ICBC, plus 23 Alibaba apps (Taobao, Qwen, Alipay) and 65 Tencent apps (WeChat, QQ). Per Southern Metropolis Daily, a same-day update added Kuaishou, Meituan and EZVIZ apps, bringing the total to 153. Alibaba and Tencent make up 88 (about 57.5%). Banks and the three state carriers are on it. JD is not, and Baidu listed only Baidu Maps.

【Our read】

1. This is China's first public robots.txt-style opt-out list for GUI agents, with operation allowed by default. Next to JPMorgan barring outside agents (e/855), it shows two models: the agent platform draws the line, or the target app closes the door.

2. Alibaba and Tencent run their own assistants (Qwen, Yuanbao), so the opt-outs are partly a fight over the user's entry point, not only about safety.

3. SAEP is Doubao's own protocol, not a standard, and only Doubao enforces it. The 151/153 figures are media counts; the official page is authoritative.

Anthropic opens Singapore office and signs MOU with Singapore's digital ministry on AI safety, model evaluation and incident response

Policy

【Key points】

On Oct 14 Anthropic opened a Singapore office, its fifth in Asia-Pacific, and signed an MOU with Singapore's Ministry of Digital Development and Information (MDDI). Permanent Secretary Chng Kai Fong and co-founder Ben Mann signed it during Singapore International Cyber Week, witnessed by Minister Josephine Teo. It covers AI safety, security and model evaluation; research on AI adoption and its impact; and responsible adoption in the public and private sectors. Anthropic says it will hold technical exchanges with Singapore's AI safety, security and assurance institutions on model evaluation, testing standards and incident response, share research and data with the government, and advise as Singapore writes its AI rules.

Anthropic also says Singapore ranks 2nd of 121 countries in per-capita Claude.ai usage, more than 1,500 GovTech engineers use Claude Code, the Cyber Security Agency is exploring Claude for cyber defense, and DBS, GIC, Grab and Sea are customers.

Official X post: https://x.com/AnthropicAI/status/2110289695888511368

【Our read】

1. The substance is the evaluation, testing-standards and incident-response clause. Lab–government evaluation ties have centered on the US and UK; this adds an Asian node. But an MOU is non-binding and says nothing about pre-release access, so its weight depends on concrete evaluation work that follows.

2. Singapore is courting several labs at once: the same day Google DeepMind announced an on-device scam detector built with GovTech. Acting as both regulator-partner and big customer is a playbook other mid-sized countries may copy.

3. Usage rankings and customer figures are Anthropic's own and not independently verified.

Physical Intelligence opens its π robot foundation models through a Pi API beta: upload robot data, fine-tune on its cloud, and control robots via hosted inference

Product

【Key points】

Physical Intelligence (π) launched a Pi API beta on Oct 13, opening its latest π robot foundation models to outside teams. Teams upload demonstration data, fine-tune on compute π manages, and control their robots through a hosted inference gateway. π says the API will track its newest models, and the current one fine-tunes with less data.

Partners shown include Actor, whose autonomous wheel loader loads a dump truck with no operator at a commercial site in Utah, and early-access firms such as Almond, Chef Robotics and Formic Robotics. After four days on the API, Almond had its dual-arm Axol robot deburring parts for its own assembly. Most uses, from Japan to Switzerland to the US, ran on cloud inference, and some hit network connectivity problems. Access is by application.

The announcement drew ~162k views; related X posts ran ~220 in 24 hours, holding at 14–23 an hour.

Chelsea Finn: https://x.com/chelseabfinn/status/2110125641819668636

【Our read】

1. This is the first time π offers its models as cloud fine-tuning plus hosted inference. π had open-sourced π0 and π0.5 weights via openpi, but running your own training and serving stack is hard. The API leaves robot makers to handle data and hardware, a model/application split like the one in language models.

2. π says the more its models are used, the more it learns where they fail. The API is also a data flywheel for training the next general model.

3. Cloud inference has limits for physical robots, and π notes connectivity problems itself. Whether latency-sensitive, safety-critical uses accept cloud control, and when on-premises deployment arrives, are the beta's open questions.

Alibaba's Qwen launches N1 and N1 Pro AI glasses and Bose-tuned AI earbuds, adding iris-verified Alipay payments and voice task delegation for its personal agent

Product

【Key points】

On Oct 13 Alibaba's Qwen launched three AI wearables, the N1 and N1 Pro AI glasses and an AI clip-on earbud made with Bose, on sale the same day on Taobao, Tmall, JD and Douyin. After subsidies, the N1 starts at 2,218 yuan, the N1 Pro at 2,600 yuan and the earbuds at 1,099 yuan.

The N1 line has a 50MP camera for first-person capture, always-on environmental sensing, translation, meeting notes and voice-driven tasks. The N1 Pro adds heart-rate, blood-oxygen and skin-temperature monitoring, eye-tracking input and iris verification: start Alipay's look-to-pay, look at the merchant's QR code and nod to pay. The earbuds offer translation in 89 languages, AI note-taking and voice task delegation, including background jobs and scheduled ones such as a 9 a.m. industry briefing.

Qwen VP Song Gang called AI wearables "the extension of Qwen into the physical world." StepFun launched its STEPX Neo agent phone the same day (e/842).

Guangzhou Daily: https://news.dayoo.com/finance/202610/13/171077_55012400.htm

【Our read】

1. Chinese model makers are shifting from parameter counts to entry points. StepFun's phone and Qwen's wearables both move agents out of the chat box to act for people; Qwen's edge is the Taobao and Alipay services behind it that can actually complete a task.

2. Iris payment closes the last step of agent commerce, which used to require pulling out a phone. The hard part is Alipay's risk controls and regulatory sign-off, not the glasses.

3. Background and scheduled tasks show the work happens in the cloud Qwen app; the devices are portable input and output. Their value depends on how often the agent finishes tasks, and buyers should ask how always-on camera and vitals data are stored and used.

Google Play lets anyone install apps vibe-coded in AI Studio on their own phone without a developer account, and brings Ask Play comparisons and Play into Gemini

Product

【Key points】

On Oct 13 Google posted a Google Play update (by Sam Bright, VP and GM of Google Play) with three AI-related items.

Personal apps: Android apps vibe-coded in Google AI Studio can now be installed wirelessly through Play and run on your own device. They stay private and separate from the public catalog, need only a standard Google account and no developer account, and roll out today in select markets including the US for users 18+. Sharing with a close circle of friends and family comes in the coming months; publishing publicly means graduating to a developer account and the same Trust & Safety reviews as professional developers.

AI discovery: Ask Play can now generate side-by-side app comparisons with key differences and user sentiment, and "Play in Gemini" brings Play apps, games and developer content into Gemini chats, rolling out to all Gemini users soon. A new Game Finder recommends games from a "Gamer DNA" profile.

Sameer Samat's announcement post drew ~139k views; related X posts ran ~290 in 24 hours.

Android Developers Blog: https://android-developers.googleblog.com/2026/10/new-tools-for-discovery-and-engagement.html

【Our read】

1. The bottleneck for AI-built apps is getting them onto a phone, not writing them. Play now becomes a distribution channel for personal software, with AI Studio as the front door.

2. Personal apps skip review while only their maker uses them. The coming friends-and-family tier sits between private use and public release, and Google has not said how review will cover it.

3. With Ask Play comparisons and Play content inside Gemini, more app discovery will run through model recommendations rather than store search rankings, so listing text and user reviews will shape how models recommend an app.

JPMorgan bars outside AI agents from operating customer accounts: Dimon warns of "rogue agents" as the bank blocks credential-sharing logins and keeps agents to read-only data

Industry

【Key points】

On its Q3 earnings call on Oct 13, JPMorgan Chase said it will not let outside AI agents operate retail customer accounts. CEO Jamie Dimon: "We're not going to allow just any … outside agent to come in inside the company, because it's just too risky for clients and for JPMorgan," warning of "rogue agents" that "could be thousands." He said the bank uses agents internally and will build customer-facing ones.

CFO Jeremy Barnum said some money-moving agent services rely on customers sharing banking credentials, which Chase has long opposed; "to the extent that we're able to block those, we are blocking them," and if an agent given a customer's credentials does something unwanted, "that's going to be on them." A spokeswoman told CNBC that read-only data such as balances can still flow via providers like Plaid, but agents cannot move money or pay bills, with no timeline for direct access.

American Banker: https://www.americanbanker.com/news/jpmorgan-warns-of-risks-to-consumers-who-rely-on-ai-agents

【Our read】

1. The largest US bank has drawn a public line on agents managing people's money. Personal agents pitch moving idle cash to higher-yield accounts, which threatens cheap deposits, so security and deposit competition are both in play.

2. What is blocked is credential-based login, not agents as such. The way forward is a scoped, revocable, auditable agent-access standard, much as open banking replaced screen scraping; whoever defines it controls the gateway to agentic finance.

3. "If you hand over credentials, it's on you" matters more to users than the ban itself. Until rules catch up, the risk of letting general agents touch bank accounts sits with the customer. Whether other big banks follow is the next signal.

Google DeepMind and Singapore's GovTech build an on-device Gemma scam detector that flags manipulative chats without sending messages to the cloud

Product

【Key points】

On Oct 14 Google DeepMind said it built an on-device scam detection model with Singapore's GovTech under their National AI Partnership, shown at Singapore International Cyber Week 2026. Scams are over half of Singapore's reported crimes, with more than S$4 billion lost since 2019; conversational social-engineering scams make up as much as 80% of losses.

A lightweight Gemma model was fine-tuned on local scam conversations (impersonated agencies, banks, local figures, regional schemes). A low-power classifier screens inbound messages, then the fine-tuned Gemma reviews a longer slice of the chat to confirm or dismiss the alert, and a warning appears on the phone before money or credentials change hands. Chat data never leaves the device. Fine-tuning ran in GovTech's own GCP environment on anonymised scam-report data with no citizen PII.

@GoogleDeepMind post: https://x.com/GoogleDeepMind/status/2110190101707858039

【Our read】

1. End-to-end encryption blocks server-side scanning, so anti-fraud and privacy have long pulled against each other. Moving the judgement onto the phone is one of the few approaches that serves both, and the two-stage design shows how to keep it cheap on battery.

2. There are no accuracy or false-positive figures, no launch date, no named apps, and no word on access for other platforms. For now it is a showcase and partnership signal; impact depends on deployment data.

3. Small open-weight models fine-tuned on local data are becoming the standard recipe for government AI projects. What matters most is who controls the fine-tuning data and the distribution channel.
